The decision by the Home Office to maintain Mr Bronson as a
Cat A (Standard Escape Risk) whilst unjustified is of some
importance. Accepting but not conceeding the decision of the
Cat. A Security Board the decision is that: 'Mr Bronson
remain a Cat.A (Standard Escape Risk)' must NOW be applied.
I will be requesting the Prison Service, forthwith, to apply
the said decision and to transfer Mr Bronson to an ordinary
Cat.A unit and NOT the Triple Cat. A that he is maintained.
There are three levels of Cat.A. The first is the standard
risk which requires normal security and is available at HMP
Belmarsh, HMP Full Sutton, HMP Whitemoore and other prisons.
The second is the Double Cat A which requires far more
extensive security. The third is triple Cat A which is
designed for terrorist inmates who would pose a grave risk
to society at large and the security of the nation. Mr
Bronson is held de facto in Triple Cat. A conditions but de
jure (accepting but not conceeding the decision of the Cat.
A Board) as an ordinary risk Cat. A. On the basis of their
decision I will ask the Prison Service to forthwith relocate
Mr Bronson accordingly so that he is no longer in the cages
at his current prison which is a disgrace to the Home
Office.
